Director for Strategic Operations Center of Excellence at the USAID Kenya and East Africa mission in Nairobi. The position offers a GS-15 base salary between $123,041 and $159,950 annually. The contract is set to begin in November 2024, with the possibility of three additional one-year extensions.

Key Responsibilities:

  • Management and Leadership: Supervise up to six staff members, provide oversight on COE functions, and act as a key leader within the office.
  • M&E and Reporting: Lead monitoring and evaluation, Collaborating, Learning, and Adapting (CLA), and ensure adherence to USAID and Mission-specific processes.
  • Budgeting and Procurement: Oversee OEGI’s budgeting, procurement, and financial management efforts.
  • Outreach and Communications: Manage external and internal communications, ensuring high-quality messaging and engagement.
  • Human Resources: Ensure alignment with staffing plans and oversee HR-related functions like training and awards.

Qualifications:

  • Education: Master’s degree in International Development, Political Science, Public Administration, or a related field.
  • Experience: Minimum of 8 years in international development, including leadership, strategy design, M&E/CLA, budgeting, and procurement. Experience in Kenya and/or East Africa is preferred.

Evaluation Criteria:

  • Experience in operations, including budgeting, M&E, CLA, and communications (20 points)
  • Knowledge of USG policies and experience in international assistance (20 points)
  • Coordination with USG agencies and other high-profile entities (10 points)
  • Communication and presentation skills (15 points)
  • Leadership and focus on professional growth and inclusiveness (10 points)
