USAID Kenya Seeks Supervisory Voucher Examiner for Financial Management Role
USAID Kenya is currently seeking qualified candidates for the unique and exclusive position of Supervisory Voucher Examiner within its Office of Financial Management. This senior-level role is open only to current locally hired employees of the US Mission in Kenya, offering a competitive salary ranging from KES 4,104,558 to KES 6,977,740 annually, inclusive of a 13th-month bonus.
Key Responsibilities
Key Responsibilities: The Supervisory Voucher Examiner will oversee the Accounts Payable (AP) function, ensuring the accuracy and timeliness of payments and adherence to internal controls. The role involves managing the Declining Balance Cards (DBC) function, overseeing payroll for over 250 FSNs, and liaising with the Inspector General on payment-related matters. Additionally, the position requires examining complex vouchers and claims, ensuring compliance with USG and host country laws, and has a crucial role in preventing improper or duplicate payments, thereby maintaining financial integrity.
Human Resources Management
The successful candidate will guide and coach Voucher Examiners and Document Control Clerks, ensuring they understand and implement financial policies and regulations. Responsibilities include developing long-term strategic plans for the accounts payable team, managing performance evaluations, and coordinating leave schedules.
Customer Service and Communication
The role involves:
- Drafting and reviewing communications related to payment suspensions.
- Resolving payment documentation discrepancies.
- Providing assistance to vendors and grantees.
The Supervisory Voucher Examiner will monitor outstanding advances and ensure compliance with USAID rules and regulations.
Process Improvement
The candidate will lead payment-related special activities, analyze and evaluate new and existing systems, and recommend enhancing processes. This includes preparing payment section reports and supporting audits and financial reviews.
Qualifications
Applicants must hold a bachelor’s degree in Accounting, Finance, Business Administration, Commerce, or a related field and possess five years of progressively responsible experience in professional accounting, voucher examining, and payment operations. Proficiency in English and Kiswahili is required.
