Programme Management Officer
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the global environmental agenda and promoting the coherent implementation of sustainable development within the UN system. UNEP’s Ecosystems Division collaborates with international and national partners, offering technical assistance and advisory services to implement environmental policies and strengthen the environmental management capacity of developing countries and economies in transition.
This position is in the UNEP-Ecosystems Division, Marine and Freshwater Branch/Freshwater Ecosystems Unit at the Nairobi duty station. Under the direct supervision of the Chief of Freshwater Ecosystems Unit, the incumbent will be responsible for the following duties:
Responsibilities
- Perform consulting assignments in collaboration with the client by facilitating workshops and assisting in the development of action plans.
- Research, analyze, and present information gathered from diverse sources.
- Coordinate policy development, including reviewing and analyzing issues and trends, and preparing evaluations or studies.
- Design data collection tools, generate survey initiatives, analyze responses, and prepare conclusions.
- Organize and prepare written outputs, such as background papers, analyses, and sections of reports.
- Provide substantive backstopping for consultative meetings and conferences by preparing documents, presentations, and agenda topics.
- Initiate and coordinate outreach activities, conduct training workshops, and deliver presentations.
- Lead or participate in complex field missions, guiding external consultants, government officials, and other parties.
- Coordinate activities related to programme/project budget funding and prepare related documents/reports.
- Collect and analyze data to identify trends and provide insights through data visualization for decision-making and reporting.
- Perform other duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in international development, water resources management, or environmental management is required.
- A first-level university degree, combined with qualifying experience, may be accepted in lieu of the advanced degree.
- Completion of programs in data analytics, business analytics, or data science is desirable.
Work Experience
- Minimum of 7 years of progressively responsible experience in project/programme management, water management, or ecosystem management.
- Proven experience in managing global SDG monitoring programmes on freshwater is desirable.
- Experience in satellite-based data/statistics for global monitoring and programme management within the UN or international organizations is desirable.
- Two or more years of experience in data analytics is desirable.
Languages
- Fluency in both oral and written English is required.
- Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise, followed by a competency-based interview.
